Telegram Takedown in India: Remove Leaked Videos, Channels and Groups

This page is for the person whose intimate photos or videos are being shared on Telegram without consent, in a channel, a group or through a bot; it is not the copyright route sold to creators whose paid content has been pirated. Telegram takes reports in the app and at its abuse desk, and lists a grievance officer for India. As an intermediary serving Indian users, it is bound by Rule 3(2)(b) of the IT Rules 2021 to remove such content within two hours of your complaint. On day one of a paid, confidential sweep, every route is filed and the mirrors are mapped.

NDA before any case discussion. Send only the URLs; never send us the file. If the person shown is under 18, we do not take the matter: report it to the police and at cybercrime.gov.in.

Which Telegram takedown do you need?

Three different requests go by the name of a Telegram takedown. This page covers the first: you are the person in an intimate photo or video shared on Telegram without your consent, in a channel, a group or through a bot. The second is a copyright complaint, which only a file's owner can make, and which 'leak removal' services sell to creators whose paid content is pirated. The third is impersonation: a channel or account posing as you.

The first route rests on non-consent, not ownership. Rule 3(2)(b) of the IT Rules 2021 requires an intermediary to remove or disable access to content that exposes a person's private area, shows full or partial nudity, or depicts a sexual act, within two hours of a complaint by that person or by someone on their behalf. You do not have to prove that you own the file or say who recorded it.

The copyright route is narrower. Telegram takes copyright complaints at dmca@telegram.org for its public platform: bots, channels and sticker sets. Under the Copyright Act 1957 the author of a photograph is the person who takes it and the author of a film is its producer, so the complaint is open to you where you recorded the file yourself, and may not be where someone else did. It runs alongside the non-consent complaint, never instead of it.

Impersonation has its own lane. Rule 3(2)(b) also names impersonation in an electronic form, including artificially morphed images, so a channel posing as you falls within its words, and Telegram's FAQ directs anyone whose identity a scammer is using to its @NoToScam account. A clip that is embarrassing or defamatory but not intimate is an ordinary grievance, which the Rules require to be resolved within seven days.

Telegram abuse report: the in-app route and the abuse desk, step by step

Preserve before you report, because a report that works removes the evidence with the post. Copy the t.me link of the channel or group and the link of each post from the post's own menu, and take screenshots showing the channel name, the post and the date. Do not forward the file to anyone, including RepuLex; every complaint runs on links.

Then report inside the app. Open the channel or group, tap its name and choose Report from the menu; for a single post, press and hold it, or right-click it on desktop, and choose Report. Pick the reason for sexual content or personal data, not spam; the wording varies by app version. Telegram's FAQ says every app carries these Report buttons for flagging illegal content. Inside a private group, the button is the only Telegram route there is.

Next, write to abuse@telegram.org with the t.me and post links, a statement that you are the person shown or are acting for them, that the content is intimate and shared without consent, and a citation of Rule 3(2)(b). Attach no images; the links identify the content. Telegram's FAQ says it processes legitimate requests about illegal public content, naming sticker sets, bots, groups and channels, and does not process requests about private chats and groups.

These are the day-one steps of every Telegram matter RepuLex takes on, and anyone can file them. What they do not do on their own is find the copies you have not seen, hold each destination to its clock, escalate the ones that go silent, and watch for the channel that returns under a new name. That is the service.

Telegram's India grievance officer and Rule 3(2)(b)

Telegram offers its service in India and, under the IT Act, is an intermediary. Rule 3(2)(a) of the IT Rules 2021 requires an intermediary to publish its grievance officer's name and contact details, and the FAQ on telegram.org names a designated grievance officer for India. As listed in Telegram's FAQ on 24 September 2026, the contact address is grievance-in@telegram.org. This page does not reprint the officer's name; check the FAQ on the day you file, because contacts change.

The FAQ gives that contact a defined scope: complaints about public content that is not in accordance with the applicable IT regulations. Public channels and public groups fall within it; private chats, and files already delivered to someone's phone, are outside what it can reach. Searches for Telegram's 'nodal officer' usually mean this contact. In the IT Rules a nodal contact person coordinates with law enforcement agencies, not with users.

Rule 3(2)(b) sets the clock. Since 20 February 2026, when G.S.R. 120(E) came into force, an intermediary must remove or disable access to intimate imagery within two hours of a complaint by the person shown or by someone on their behalf; the limit was 24 hours until then. That is the obligation Telegram is under, stated as law, not a measurement of how fast Telegram acts. A grievance officer's decision can be appealed to the Grievance Appellate Committee at gac.gov.in.

Telegram channel takedown versus group takedown versus delivered files

A public channel is the most removable thing on Telegram. It has a t.me address, each post has its own link, and Telegram's FAQ lists channels among the public content on which it processes takedown requests. Individual posts can be removed, and a channel that exists to distribute intimate material can be closed. Public groups work the same way.

Private groups and private channels are harder, by Telegram's own policy: its FAQ says it does not process requests about private chats and groups. A member can still use the Report button inside, including on your behalf, and an invite link posted publicly, on another channel, a forum or a Reddit thread, can be reported where it appears. Beyond that, a police complaint and a court order are the routes that reach a private group.

Then there are the files already delivered. Anything downloaded to a phone or saved to a gallery is beyond every platform's reach: delivered files on phones cannot be recalled, and copies forwarded into private chats sit outside Telegram's takedown process. Anyone who promises to delete a file from other people's devices is not being truthful. What can be removed is the public distribution, meaning the channels, links and hosted files, and removing it quickly limits how many more phones the file reaches.

Blackmail on Telegram

A threat to post intimate images unless you pay or send more is sextortion, and the threat stage is handled before anything is public; the sextortion guide sets it out. Do not pay and do not send anything further: payment produces a second demand, not silence. Preserve the messages, the username and the demand with visible dates, report the account inside Telegram, and report at cybercrime.gov.in or on 1930. If you are over 18 and were over 18 when the images were taken, StopNCII can hash them on your own device so that participating platforms block them; Telegram is not one of those platforms.

Putting a person in fear of injury to their reputation to obtain property is extortion under the Bharatiya Nyaya Sanhita 2023, punishable under s.308(2) with up to seven years, or fine, or both, and a threat to impute unchastity to a woman is criminal intimidation, punishable under s.351(3) with up to seven years. A channel admin who asks for money to take a post down is making the same kind of demand, and the same rule applies: do not pay.

The FIR is your own act, and RepuLex does not file it. Once anything is posted, the uploader's offences under ss.66E, 67 and 67A of the IT Act are cognizable, and under s.173(1) of the Bharatiya Nagarik Suraksha Sanhita 2023 they can be reported at any police station, including electronically. The URLs and dated screenshots gathered for the takedown are what the police will ask for.

If the person shown is under 18, or was when it was recorded, it is child sexual abuse material under the POCSO Act 2012 and s.67B of the IT Act, not a reputation matter. RepuLex refuses it as an engagement and routes it to the police and to cybercrime.gov.in, which has a category for crimes against women and children and an option to report without identifying yourself. StopNCII is for adults only, so it is not the route for anyone under 18.

What RepuLex does on day one, and how fast Telegram acts

On day one every route above is filed for you: the in-app reports, the abuse-desk request, and a Rule 3(2)(b) complaint to the grievance officer Telegram lists for India, made on your behalf. In parallel the spread is mapped, because a file on Telegram rarely stays on Telegram; the table below shows where copies usually go and what is filed at each.

Telegram publishes no turnaround for reports, and none is promised here. The statutory figure is the two hours in Rule 3(2)(b); private groups, bots and sites off Telegram each run on their own timelines, and where the two hours pass without action the matter is escalated and, if needed, moves to the court route below.

Telegram is not a StopNCII partner. A StopNCII hash blocks re-uploads on participating platforms such as Instagram, Facebook, X and Reddit, but it does nothing on Telegram. Re-uploads and replacement channels there are found by monitoring and filed against as they appear, and the engagement is built around that.

This is a paid, confidential service. Leaked-content matters are quoted as a sweep across every located copy once the spread is mapped, with concessional rates for individuals and no emergency surcharge. Fees are payable in advance, with a 100% refund for any URL not removed within the agreed timeline. An NDA comes before any case discussion. Notices under advocate signature and court filings are handled by RepuLex's partner law firm, Unified Chambers And Associates.

Court orders against Telegram in India

When reports and complaints fail, a court order changes the clock. Under Rule 3(1)(d) of the IT Rules 2021, an intermediary must remove or disable access within three hours of a court order or a reasoned government intimation. The suit and the application are filed by the partner law firm's advocates on your behalf, and the order is served on Telegram and on every other host it names.

Section 79 of the IT Act protects a platform only conditionally. In Shreya Singhal v. Union of India (2015) 5 SCC 1 the Supreme Court read the 'actual knowledge' that obliges a platform to act as a court order or a government notification, so a private notice, however firm, does not create it. The two-hour duty in Rule 3(2)(b), by contrast, runs from the victim's own complaint.

The same proceedings can carry an application asking the court to direct Telegram to disclose what it holds about the channel's operators, so that whoever is distributing the content can be identified and pursued.

Section 69A of the IT Act is a different instrument: a government power, exercised by reasoned order under the Blocking Rules 2009. A private person's complaint reaches the government only through a Nodal Officer under Rule 6, a court's blocking order is executed under Rule 10, and a private notice does not invoke it. Where a mirror host outside India ignores every notice, a court order executed under those Rules is how a URL is made unreachable from Indian networks; the Section 69A guide sets out the procedure.

Legal Basis
IT Rules 2021 — Rule 3(2)(b)

An intermediary must remove or disable access, within two hours of a complaint by the person shown or someone on their behalf, to content that exposes a private area, shows full or partial nudity, depicts a sexual act or conduct, or is impersonation in an electronic form, including artificially morphed images. In force from 20 February 2026 under G.S.R. 120(E); the limit was 24 hours until then.

IT Rules 2021 — Rules 3(2)(a) and 3(1)(d)

Every intermediary must publish its grievance officer's name and contact details, and other grievances must be resolved within seven days. A court order or a reasoned government intimation must be acted on within three hours. A grievance officer's decision can be appealed to the Grievance Appellate Committee at gac.gov.in.

IT Act 2000 — Sections 66E, 67 and 67A

Intentionally capturing, publishing or transmitting an image of a person's private area without consent, in circumstances violating their privacy: up to three years, or a fine of up to ₹2 lakh, or both (s.66E). Obscene material: up to three years and a fine of up to ₹5 lakh on first conviction (s.67). Sexually explicit material: up to five years and a fine of up to ₹10 lakh on first conviction (s.67A). By first-conviction term under s.77B, all three are cognizable; 66E and 67 are bailable, 67A is not.

Bharatiya Nyaya Sanhita 2023 — Sections 77, 308 and 351

Voyeurism (s.77), whose Explanation 2 makes it an offence to disseminate images of a woman who consented to their capture but not to their sharing: one to three years and fine on first conviction. Extortion by putting a person in fear of injury to their reputation: up to seven years, or fine, or both (s.308(2)). Criminal intimidation by a threat to impute unchastity to a woman: up to seven years (s.351(3)).

IT Act 2000 — Section 69A and the Blocking Rules 2009

A government power to block public access, exercised by reasoned order. A private person's complaint reaches the government only through a Nodal Officer (Rule 6), and a court's blocking order is executed under Rule 10. A private notice does not invoke it.

How do I report a Telegram channel?+

Open the channel, tap its name to open the profile, choose Report from the menu and pick the reason that describes sexual content or personal data; for a single post, press and hold it, or right-click it on desktop, and choose Report. Before reporting, save the channel's t.me link, each post's link and dated screenshots, because a successful report removes the evidence. Then send the same links to abuse@telegram.org and, as a complaint under Rule 3(2)(b) of the IT Rules 2021, to the grievance officer Telegram lists for India.

Who is Telegram's grievance officer in India?+

Telegram's FAQ names a designated grievance officer for India. As listed in Telegram's FAQ on 24 September 2026, the contact is grievance-in@telegram.org, for complaints about public content that is not in accordance with the applicable IT regulations. We do not reprint the officer's name; check the FAQ on the day you file, because contacts change. Private chats, and files already delivered to someone's phone, are outside what that contact can reach.

How long does Telegram take to remove a channel?+

The law sets the deadline: under Rule 3(2)(b) of the IT Rules 2021, intimate content must be removed within two hours of a complaint by the person shown or someone on their behalf. That is the obligation, not a measurement of Telegram's speed. Telegram publishes no turnaround of its own, and private groups, bots and mirror sites run on their own timelines; where the two hours pass without action, the complaint is escalated and the court route follows.

Can a removed Telegram channel come back?+

The closed channel's link stops working, but its operator can open a new channel under another name, often one advertised in advance as a backup, and anyone who already holds the file can upload it again. That is why a Telegram takedown is run as a watch: new channels and posts are found by monitoring and filed against as they appear.

Does StopNCII work on Telegram?+

No. Telegram is not a StopNCII partner, so a StopNCII hash does not block an image on Telegram. For an adult who was also an adult when the image was taken, it is still one of the day-one steps: the hash is generated on your own device and blocks re-uploads on participating platforms such as Instagram, Facebook, X and Reddit. Telegram itself has to be covered by reports, complaints and monitoring.

Can Telegram remove videos from a private group?+

Telegram's FAQ says it does not process third-party requests about private chats and groups, and its India grievance contact covers public content. A member of the group can still report the messages from inside with the in-app Report button, including on your behalf, and if the invite link is circulating publicly, the post that carries it can be reported. Beyond that, the routes are a police complaint at cybercrime.gov.in or 1930 and a court order sought through RepuLex's partner law firm.

Should I send Telegram a DMCA notice for my leaked video?+

Only as an addition, and only if you own the file. Telegram takes copyright complaints at dmca@telegram.org for its public platform, and under the Copyright Act 1957 the author of a photograph is the person who takes it and the author of a film is its producer, so the copyright is yours where you recorded the file yourself. The non-consent complaint under Rule 3(2)(b) does not depend on ownership, which is why it leads.
